eMars Alternative: the Contractor's Side of Certified Payroll
eMars (Compliant Client) monitors certified payroll for agencies and primes. It audits what you file — it doesn't compute it. Here's where it fits, and what a subcontractor-side tool does instead.

eMars' Compliant Client is one of the older names in prevailing-wage compliance: a cloud system that agencies and primes use to collect certified payroll from every contractor on a project and check it — often in real time — against the applicable wage determination. If you're looking for an "alternative," the first thing to get straight is which side of the table each tool sits on.
eMars is the auditor, not the preparer
Like LCPtracker, eMars is bought by the entity that receives certified payroll, not the one that produces it. Its strength is flagging problems in submitted payrolls — misclassifications, wage shortfalls, missing weeks — so compliance staff can chase corrections. That is genuinely useful to the agency. For the subcontractor it means one thing: errors get caught afteryou've certified them, as a correction request with your company's name on it.
Nothing on the eMars side fills out your weekly numbers. The hours, the overtime premium computed on the right base rate, the fringe math, the deductions, the Statement of Compliance — those still come from you, every week, for every project.
Side by side, honestly
| eMars (Compliant Client) | Certiwage | |
|---|---|---|
| Bought by | Agencies & primes (quote-based) | Subcontractors (from $29/month) |
| Core job | Monitor & audit submitted certified payroll | Compute and produce your certified payroll |
| Catches a fringe shortfall | After submission, as a compliance flag | While you type, before you certify |
| Overtime & gross-to-net math | Yours to get right beforehand | Done deterministically by the engine |
| WH-347 + Statement of Compliance PDF | Not its purpose | Print-ready every week |
| Follows you across all jobs | Only where a project mandates it | Every job, whatever the submission channel |
The right way to think about it
If your project mandates eMars, you'll use eMars — that decision was made above you, and it applies to the submission step only. The question you actually control is what happens before submission: whether your weekly payroll is assembled in a spreadsheet that silently gets the overtime base wrong, or in a tool that computes it the same way every time and warns you the moment base + fringe falls short of the determination. Getting flagged by the agency's monitor is the expensive way to find a math error.
What Certiwage does on your side
Certiwage saves your crew, classifications, and rates once, then turns each week's hours into a complete WH-347: gross-to-net computed, the overtime premium taken on the higher of the wage-determination base rate or your cash rate, cash-in-lieu fringe carried through every overtime hour, and the base-plus-fringe test run before you sign. Export the PDF for federal filing and your records, and key the same verified numbers into whatever portal the project requires. The first exported report is free.
Frequently asked questions
Is Certiwage a drop-in replacement for eMars?
No — and nothing subcontractor-side is. If an agency or prime runs eMars on your project, you submit into it; that's their compliance process. Certiwage covers the part eMars leaves on your desk: computing correct weekly payroll and producing a signed-ready WH-347.
Why do I need my own tool if the project already has eMars?
Because eMars checks what you submit — it doesn't figure out your overtime premium, run the base-plus-fringe test while you can still fix it, or keep your crew and rates for next week. A compliance monitor works best when what you feed it is already right.
What does each one cost?
eMars is licensed for projects or agencies with quote-based pricing — subcontractors normally don't buy it themselves. Certiwage is priced for the subcontractor: $29/month Starter with unlimited weekly reports, and your first exported report is free.
